A bunch of shoes hanging off a bridge after Hurricane Milton

Honestly, I myself do not know the story. This picture was taken directly after the impact of Hurricane Milton. And seeing these shoes I began to wonder; Did people add the shoes after the hurricane, or where they there before? Is this a representation of the unyielding human spirit that is shown after natural disasters? Or are these just some shoes some people decided to discard? Truly I don't know. I'm hoping submitting it here may somehow uncover new information, but I will say seeing this scene that is usually represented in media culture appear in real life with completely different circumstances does have an allure to it. NOTE: I did not doctor or "set-up" these photos in any capacity, I simply wished to capture the effects of Hurricane Milton.
