No Water Permitted! We stood on the street in the Plaza de Arms. Peruvian locals and tourists were gathered everywhere and we wondered what was taking place. As a band played Spanish music behind us we thought this was the entertainment, but it was not. The waterless Carnival of Water had just begun.
