A man walking from the cops

Early in my run I passed two officers who had handcuffed two teenagers and had them waiting for the last one. I kept running. A black silhouette, waist deep in sea water, was struggling to walk parallel to the shoreline, a shoreline where five cops where waiting for him. For every three steps the man took the cops took one, the impact of the waves tired him down, then the police boats started tailing him. When I got back he was giving himself up. They pinned him down and took his backpack, everyone in the team had a chance to kick him before leaving.
