I'm a police officer on Tybee Island, GA, who took part in the preparation and recovery efforts before and after Tropical Storm Irma. The storm hit us on 9/11/17. At the time of the photo myself and several other officers were blocking Highway 80 due to unsafe co ditions caused by flooding.
