Practically many cities everywhere in the world have issues on informal settlers and an increasing number of marginalized communities. In Cebu City, as the city pushes to be more progressive and metropolitan, some citizens are unable to keep up and are left to sleep on the streets. This man probably did not have any good meal the night before and would just sleep through his hunger. As we continue to push for economic progress, the issue now is to minimize and eventually completely avoid leaving anyone behind.
