There are rules in Havana. No walking on the stairs of the National Capitola Building during random hours, but everybody tries to sneak a quick peek anyway. My husband was trying too get permission to walk up the stairs, but the elusive guard seemed amused by his efforts. A fellow guard stand in the background grinning at the situation.
