Bulungan (Whisper Bidding) is a unique system found in some of the fish ports here in the Philippines. It is like bidding but, you need to whisper your target price to the fish broker. The bidding process usually starts as early as five in the morning and lasts up to seven. But at its peak around six, you will see a pile of people haggling and whispering to different fish brokers so that they can close a deal as fast as they can. The brokers can work out their prices. This is an advantage to them because the amount can fluctuate in a matter of minutes.
