The founder of Felicity, CA, built this church for his wife because it is her favorite church in France, where the founder is originally from. It is built on top of a hill because there used to be a law stating that a city needed to have a church that is higher than all the buildings in the town. To guarantee this height, the church was built on a hill. While the law is not in place anymore, as a history enthusiast, the church was still built high up as a tribute to this past history.
