Every year in downtown Manhattan thousands of people congregate during the Tunnel to Towers run commemorating the many lives that were lost during 9/11 over 20 years ago. This year was no different. Officers walking the West Side Highway could barely manage the flapping flags on this windy day. "Let them fly," said an officer. The energy of mixed emotions was quite tangible.
