New Construction from the Bottom Up, Freetown, Sierra Leone

Arriving from a 5.5 hour bus drive to Sierra Leone, I was amazed to see many buildings in some stage of construction. It appears that they built from the bottom and kept going up. They can use the bottom rooms in the meantime. West African Decorator tiles were even applied to the bottom areas before the building is topped out.
