The photo shows a person riding down the board walk that forms the "main street" in Pelican, in a rain storm. The largest vehicles permitted are golf carts and bicycles. The area often receives rain for months at a time. This commuter is using an umbrella to stay dry. The remote community can only be reached by boat or float plane.
