It was raining in the night as I was walking on a link-bridge toward Paragon, a popular shopping Mall in Singapore. I took this photo of a window that framed the moving water, creating a silky flowing effect due to low shutter speed. A frosted-glass filter was added by Photoshop manipulation to render the picture even more artistic and appealing.
