This is the inner pieces of a StormTrap storm water chamber during installation. It is Lego-like concrete blocks that form an underground chamber to hold rain water during a large storm so that homes do not flood. This pictures shows the last rays of sunlight shining in before it is closed, buried, and never seen again.
